you can find Authorised Apple service providers using this link https://locate.apple.com/ if you're not located in the USA click on the circle with the U.S flag in the top right of the website to change the country.

The MEM portion of the test indicates that your mac has a hardware issue with the RAM, if it's one of these models https://support.apple.com/en-us/HT201191 then you could try testing one of the RAM dimms at a time to see if you can get the mac to run, if it's not one of those macs you should take the mac to an Apple service provider to have the RAM replaced unless you're technical minded and don't mind voiding the warranty in which case ifixit would have a tear down guide to replace the RAM yourself.
