How could I recover my contacts and photoes if the old one is completely out of work

The only way will be to recover the AppleID you used with iCloud in the old device. Start here - https://support.apple.com/en-us/HT201354.


But the data tied to that forgotten AppleID is only accessible if you can recover that AppleID.
