You can download music from Apple Music to play offline, but unlike iTunes music purchases, if you ever decide to end your Apple Music subscription, for whatever reason, all of the downloaded songs you acquired from Apple music, will disappear, as well, and are gone forever. FYI.

Apple Music is Apple’s curated, continuous music “radio station”-like music service.

Like Pandora, Slacker radio Sirius XM and other similar pay continuos music subscription services.

If you want music from the Apple iTunes store, then yes you pay for any music you want to download from there.

These ard two completely different services.

Best of Luck to You!
