Disabled iTunes Account

So I had tried to download an app and got a notification telling me that my iTunes and Apple Store account had been disabled. I tried a new payment method, used iForgot, everything I could think of and it isn’t allowing me to download apps! Help?

'If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.' Click on the link in the document and follow instructions. --> https://support.apple.com/HT208856
