we have a family plan, but sometimes we add our own gift cards to our Apple IDs. Even with money available in gift cards I am asked to verify theCCV or enter the code sent to the family organizer. Why? I have the gift card money available. That’s why I added the gift card to my account in the first place.
The Family organizer's card has to be validated in case you make a purchase that is more than the value of the gift cards you are adding.

Your card won't be charged, its just a procces to verify that its really you trying to update the payment method :)
