I'm trying to edit my payment information and I keep getting the message "App Store and Apple Music cannot process your request at this time. Please try again later.

You've tried on both your iOS device and computer's iTunes and https://appleid.apple.com/account/manage ? If you have, try contacting iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
