I switched phones with my mom for 3 weeks. Now, having switched back we are unable to use/ download music from itunes and get the message that the device is associaed with another ID and that we have to wai t.... days... No way around this? all other apps are logged into our personal Apple IDs again?

Apps are tied to the Apple Id that bought/download them. Signing out of the Apple Id on a device does not change this.
However, what you did, is specifically what the message you bare receiving is trying to prevent. Changing Apple IDs too frequently on a single device is not allowed as that can lead to piracy of software and media.
There is no way around the 90 day wait at this point. You will not be able to use things like Apple music that require the association of the Apple ID to the device as well as downloading previous purchases.

Click here and ask the iTunes Store staff for assistance. They've waived the waiting period in some other cases.
