Unable to complete purchase

hello i was trying to purchase an app it said purchase was not able to complete but my card has money on it and the information is all correct wht do i do

Does it also says to contact iTunes Support ? If it does, have you done so ? If not, you should : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
