Not allowing me to set up family sharing

I just upgraded my icloud storage and want to set up family sharing. When on the "invite family members page" I click "invite family members" I get a notice that "payment method required" however I have a balance on my apple ID account of $22.76 which is more than enough to cover my upgrade. My device is saying that my storage has upgraded to 200 from the free 50

The Family organizer is required to have a credit card on file as a method of payment in the App Store/iTunes. Check to make sure you have one on file.
