No synchronization with cloud drive

My IPad mini do have a connection via iCloud Drive with all my other devices. It shows even the exact storage capacity..but when I open iBooks oder the iCloud Drive window.. it’s empty .. And when I open the adjustment on iPad mini .. The storage capacity Shows each one of my books data .. unfortunatly encoded .. please help .. I already log off and on with iCloud.. it didn’t help ..
