Can I use Apple Music on my iMac without iCloud Music Library?

Do you mean you do not wish to have your own music placed in iCloud? I do not think there is an option for that if you are using Apple Music. The Sync Library (formerly iCloud Music Library) toggle in the Mac Music application appears to be all or none.
