Two apple ids

I have two apple ids associated with two different email accounts. How can I merge these accounts? I pay for extra storage on one account, while my other cloud is full.

You can't merge Apple IDs. You can try setting up Family Sharing between the 2 IDs if you want to be able to share purchases made with the IDs, which can include iCloud Storage.
