I dont see IOS 13 upgrade optionon my iPad Air 2

My iPad is at 12.4.1, and says this is the curretn version. There is no option to upgrade to ios 13. Why is this?

iOS 13 won't be available for any iPad model. It's exclusive to iPhones and the latest iPod Touch.

iPadOS will be publicly available September 24, 2019. The iPad Air 2 is supposed to be supported.
