Upgrade to iPadOS

Question

My 2019 iPad Pro is running 13.1.2 and is not offering iPadOS as an upgrade. Is the OS I am running, 13.1.2 iPadOS?

The Software Version is 13.1.2 in Settings > General > About

If you tap Settings > General > Software Update, you'll see iPadOS 13.1.2 and that your iPad is up to date.

Your iPad Pro IS running iPadOS, but in the About section, it is being referred as a version of iOS 13.
