"Cellular Update Failed" in iOS 13.1.2

I updated my iPhone 7 to iOS 13.1.2 as soon as it was available. I have used it for a several days now, no problem.


Only today, I received a notification that said "Cellular Update Failed: Your iPhone cannot make a receive calls or access cellular data until it had been updated." My iPhone is on Verizon's network.


When I open the "Learn More" option, I'm instructed to connect to a computer and manually update my phone. However, after connecting and pulling up my iPhone in Finder, when I Control-click "Check for Update" as instructed, I'm told that my iPhone 7 is up to date.


So, I powered down and restarted my iPhone, and the problem seemed to fix itself. Four to five hours later, it gave me the same "Cellular Update Failed" message again. Powering down and restarting seemed to temporarily fix the problem again.


What should my next steps be? Is this a problem others are having? Is it a software or a hardware issue? I'm a little lost and wondering exactly what this problem is. Thank you for any tips and advice.

So, I contacted Support and set everything up to drop off my iPhone 7 on the morning of October 15th. However, when I woke up the 16th, my phone was working normally. So, I decided to wait and see if the problem would occur again. It is now October 17th, and the problem has not shown itself again even once. I'm still waiting it out just to see what other problems may or may not appear in the next few days.


Is there an explanation to this? I didn't get any service to my phone done, and a "Logic Board" problem magically fixed itself? I'm no technician, so I'm a little confused.
