Rearranging apps on iOS 13

Am unable to rearrange my apps. They are moving but when I place on the intended place it’s moving bAck. Please help

Check if you have Zoom enabled (and disabled it) in Settings>Display& Brightness>Zoom, and/or in Settings>Accessibility>Zoom. Then restart your iPhone.

Go to Settings > Accessibility > Zoom

Turn Zoom off. This is an issue in iOS 13, but turning Zoom off resolves this until an update fixes this.
