I am unable to send texts from my iPad to a non-iMessage device. Texts work fine iMessage to iMessage. In other words, texts sent from my iPad are not sent to non Apple devices. Works just fine on my iPhone..

You will need to pair the iPad to the iPhone with iOS continuity - that is the only way for any iPad to send or receive SMS/MMS messages.
