I have iPhone 5s. Just got a popup-type of message that says I have a virus (m-ware) and I must call 877-***-0984 to have an Apple tech help me. Is this legitamat?

No. All such popup messages are scams. Close the offending page, and avoid sites that are involved in such bogus advertising tactics.
