Forced Update to use Cellular Data

Any time there is a new iOS update my phone will turn off all cellular data until it is updated (cellular data says error and will not turn on). Then when I go to update my phone it says the update can’t be installed because I have no internet connection (since I have no cellular data even though I’m connected to WiFi). I can connect my phone to my computer and update but this takes a lot longer and I can’t use my phone until I am able to get it connected and updated. Is there something that I can do to stop this from happening? It’s happened multiple times now.
