I have the iPhone 5c - IOS 10.3.3. It says that my software is up to date. So, how do I get it to update to 10.3.4?

It's not subject to the issue 10.3.4 patches, so that version isn't available for it. If you're trying to restore a backup made from 10.3.4 to it, post back.
