Unable to purchase books in the new Books App

I cannot find an option to purchase books using the new Books app on my iPad. My old books are listed but the bottom only shows 3 options, Reading Now, Library and Search. The Book Store and Audiobooks tabs are missing? I have reinstalled the app. UK user.

iPad Air 2, iOS 13

You may have screen time turned on, and Books disallowed.
