iPhone 11Pro ringer volume control

I just bought an iPhone11 Pro. I’m trying to figure out how the ring tone volume settings work. When I get a call, the volume is either too low, or it will start fairly loud and then get low and muted. Is there a setting I’m missing? Thanks for any help.

You are experiencing the Attention Aware feature. If you are looking at the phone it will reduce the volume of the ringer. The setting for this is in Settings/Accessibility/Face ID & Attention - Attention Aware Features.
