Not able to make in-app purchase

I wondering why sometimes I able to make in-app purchase and sometimes I don't. Once I purchase it shows "Please contact us via www.apple.com/support/itunes/ww.

You need to contact iTunes Store Support, as shown on the message you got.

They'll guide you to avoid issues when downloading / updating apps or in-apps.
