iPad Mini 2 still hasn't reset.

I have an iPad Mini 2. I am needing to restore it to its factory settings due to a forgotten passcode. I have done the restart to get the screen that says iTunes with the support.apple.com/ipad/restore and I have tried to do the update and reset on iTunes on my Mac. Device still hasn't reset.
