Have you tried updating using a computer with iTunes or Finder if you are running Catalina?

Update your iOS device

Get help with over-the-air iOS updates

Update – Can’t or can’t restore

That iOS 13.1.2 version is outdated.

You should install iOS 13.2.3 instead.
