If I change my SIM before turn on my phone(unopend new phone), it could be unlocked? I mean can I change my carrier?

If your iPhone is carrier unlocked, then you should be able to use any SIM card with it. Changing the SIM card should not make any difference. However, if you purchased a locked phone, then you would need to contact the cellular carrier it is locked to so that you can get it unlocked to use with another carrier's SIM card.

Someone said If I took out the original carrier's SIM, changed the SIM and turned on the cell phone, it wouldn't locked. Cell phone is completely new even turn on once.
That someone is not providing you with correct information; Just removing a SIM card does not unlock a previously locked phone. Only the cellular carrier that it is locked to can unlock it.
