Found an iPhone 6s

How do I find the original owner of an iPhone 6s I found in a cleanout, when the phone is activation locked?

I'm not wanting to use it, just want to make sure it gets to its rightful owner.

Apple does not provide a way of locating or communicating with a device owner, probably because of privacy and security. If the person has not left a message in the Find My iPhone service to display on the device then there is no way of discovering to whom it belonged except by conventional methods (lost and found, police, notices, etc.).
