New iPhone, made purchases with different Apple ID, phone won't restore purchases

Setting up my iphone xr, get to the point where it says "this icloud backup includes purchases from the itunes store that were made with a different Apple ID". Can't remember the old password, but when i go through the password recovery it says there's no Apple ID of the same ID from my old one for which it's asking the password. And skip this step button doesn't move the process along. How do i fix this?
