How can I merge two apple ID's into one?
And unfortunately, the old account was linked to an iPhone (heck, it may actually be my sturdy iPod Classic, still plugging along, but not a good input device) I no longer have, so the fact that Apple requires a sign in from an iOS device makes the family share option moot in my situation...

You can't merge accounts.
Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
Yeah, you would think that a company that wants us to share our credit card info with them would allow us to merge accounts in a secure, 2-factor process to get rid of old irrelevant data
