What do I do when it tells me that it is already up to date, but it isn't?

I am trying to update my iPad. It is running on operating system 10.3.3. When I try to download new apps, it says I have to have operating system 12. But when I check for updates, the iPad says it is already updated.

If your iPad will not update past 10 then you have an iPad (4th generation). This iPad model does not support any system version newer than 10. You cannot update your iPad any further. If you need to use an application that requires a newer system software version then you will need to purchase a newer iPad model.
