“There was a billing problem with a previous purchase” but I’ve never bought any thing.

Like the title said I’ve never bought anything via my IPhone but this dumb thing keeps popping up anytime I want to install, or update any app. This has been happening for 3 years! This is exactly why I hate Apple products.
