cannot uninstall an old itunes that is really not there...at all....nor in the list of programs
I tried to reinstall itunes and it said it could not because there was one already on the computer but i cannot uninstall it

Go into each user in turn. Look for an iTunes tile in the start menu, right-click and uninstall if that is an option, otherwise uninstall from the Control Panel > Programs and Features. Repeat until done. Reinstall from https://www.apple.com/itunes/download/win64.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.
