OLED Background bug in Dark Mode

Hi I have an iPhone XS. There is a weird jumpy behaviour in Dark Mode in Settings/Twitter wherever there is a gray content and a pure black background. It looks like bouncing up and down.

When the brightness is increased it goes partly away. What causes that?

I had this problem too, and it is an OLED issue, it is reproducible with other high-quality OLED phones as well.

BUT it is definitely an UX / UI bug - the fix for OLED screens in this case is NOT to use true blacks, as some designers have already figured out long before - it seems Apple has not yet picked up on that and not fixed it in their UI for e.g. dark mode and icons...

It's a bit sad, since Apple seems to have always put emphasis in great design but seem to be unable to fix this issue in their UI for over three years now.
