my mac has 3 horizontal lines across top of screen, it popped up when opening safari then disappeared when i close the app. Only for it to stay after reopening the safari app, the lines are not going away! help

Go step by step and test.
Use safe mode to try to isolate the cause of the issue.
Once in Safe Mode, click the “Restart” button at the bottom of the screen to exit Safe Mode.
