I cannot connect to the WiFi so how I can backup my iCloud data with mobile internet

You will need WiFi connection to create a backup on iCloud. I am not sure why you cannot connect to WiFi however when you can connect to WiFi then you can initiate a manual backup on the iCloud by going to Settings-->>Apple ID (Your name at top)-->>iCloud and then scroll down and tap on iCloud Backup. Here you can imitate a backup manually.
One other way to backup your iPhone is to create a backup on the computer. You will not need WiFI for that.
