I deleted photos off my old phone with a different SIM card but the same iCloud, they remained on my new phone for a while but have now disappeared. I logged into iCloud and I have no photos there also. Is there anyway I can gain them back?

If you were backing up your iPhone to iCloud and not using iCloud Photos, then restore your iCloud backup. See:
