I bought a used iPhone XR from the sprint company, but the person who sold me didn't specify that iPhone was blacklisted and I would like to know what I can do about it so I can use your company.

No.
Apple has nothing to do with blacklisting.
Blacklisting is done by the cellular carriers, typically when a device is reported lost or stolen or if the buyer reneges on their contractual obligation.
The phone is useless. Return it and get your money back or turn it over to the police.
Sorry, neither we (just users like you) nor Apple can help you.
Contact Sprint again and ask to talk to a chief technician, explaining your problem.
Regards
Giulio
