Copy paste function in iPADOS 13.4 bug

In new upgrade iPadOS 13.4, after selecting text, the copy cut tool selection bar does not come up as it should. The fix appears to be to start the selection at the end of the text you want to select, and then the copy..cut..etc bar will appear.
