Downloading

I have been having a problem downloading stuff because it’ll ask for dealing with billing address and I don’t know why it’s asking and I would like help.

iPhone 6s, iOS 13

Actually that one will not help them but this one will: Change, add, or remove Apple ID payment methods - Apple Support

The iTunes Store, App Store, etc. don't use Apple Pay.
