You can’t. If the phone is disabled the data is already gone. You will have to restore the phone—>If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support, then restore your backup.

Anything that you sync to iCloud can be restored. And if you have an iCloud backup you can restore that. Note that an iCloud backup is not the same as data synced to iCloud. But, like backup, you had to set up iCloud sync before the device became disabled.

Using your computer log in to https://icloud.com and click on Photos. If you see them after you have restored your phone you can turn on Photos in iCloud settings on your phone and they will be restored. If you don’t see them in iCloud using a browser they are gone forever.

Well, the last time the FBI succeeded in opening a locked phone they paid over $900,000. And the way they did it won’t work anymore. So unless you want to risk $900,000 that you will probably lose, no, you can’t recover data from a disabled phone.

We are not Apple. We can not magically unlock your phone.

Apple can not do so either, no matter how much money you pay them.

YOU are responsible for backing up your data. If you failed to do so, and the device is now disabled, then your data is gone.

No one can get it back.
