When you open Photos it will ask you if you want convert an iPhoto library to a Photos library.

the time it takes to convert the iPhoto library to a Photos library will depend on how many images

you have, let's hope it is not thousands upon thousands.

And yes you can edit images in Photos.

Once your Photos library has been created you can open an image and double-click on it,

the image will open on its own, at the top right of the screen is the Edit button.

The rest is up to you.

version 9.6.1 is the last iPhoto. It is no longer developed or supported—and was deprecated over 4 years ago.

Open Photos and the library is shared from the iPhoto. You can keep both, but I would suck it up and embrace the Photos.app to move forward.

Get this done before you move to Catalina

Catalina is 64 bit apps only—iPhoto is 9.6.1. is 32-bit. All 32-bit apps will be unusable with Catalina.
