I can’t setup Siri on my iphone x
the mic work properly in all functions
but can’t setup listen to siri

Since you tried everything in my previous response then there is one other place to check and that is Screen Time Restrictions.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Allowed Apps ➔ Siri & Dictation - Ensure that this is set to ON.

I’m not used screen time it’s already turn-off
