iCloud and ipod touch question

I am trying to sync my itunes music to my ipod touch. I have an apple music subscription so i should be able to do this. However when i try to sync music it fails telling me that i need to turn on my icloud music library on the ipod? i see no such option and the option is already checked in my general preferences on my itunes on my pc. this is ridiculous. And ive found no other topics discussing this.
