If you have any subscriptions, you can't remove the card.

Purchases - View, change, or cancel your subscriptions.

Purchases - Subscriptions not billed through Apple

If you don't have any subscriptions, see the Apple Support article(s) below.

Apple ID without a credit card

Apple ID - If you can‘t choose None when you edit your Apple ID payment information.
