Why can’t I download free apps without payment added?

Even though an app may say it is free, if it offers subscriptions or in-app purchases, you will have to have a valid payment method tied to your account in order to download them. The reality is there are very few truly free apps. Is there a reason you don't have a payment method tied to your account? It's as secure as you could hope for and you NEVER has to pay for something unless you want it.
