Why can’t I call or receive phone calls or texts from non Apple users?

SMS/MMS messages for non-iOS users is managed by your cellular carrier, and also requires cellular data. If you do not have a good cellular signal, or do not have an SMS/MMS plan with your carrier, you will not be able to do SMS/MMS. Not being able to call non-iOS users is very strange behavior, however everything you are reporting here is managed by your cellular carrier. You need to speak with them.
