Payment for Apple Apps

I have family sharing with my daughter & every time she purchased an Apple App, it will not allow her to use her credit card. How do I change the payment without affecting her sharing my extra mg byte of storage?

iPhone 11 Pro Max, iOS 13

Only the organizer's card can be used for purchases. Have her buy/redeem iTunes Gift cards to the account. Charges will be deducted from the account balance before the organizer's credit card is charged.
