I’ll assume you’ve set this up with your teenager’s Apple ID and device and with your financial provider.
Set up Apple Pay - Apple Support
Per Apple: Apple Pay isn't available for children under 13. Age varies by country or region.
But....
We don’t work for Apple, and we don’t have any insight into your Apple ID and account info, nor with your financial provider.
