Iphone will not sync contacts to ICloud

I have tried all the recommended steps from Apple, turning contacts on in icloud on my macbook air and my iphone. I have tried recommendations from users in the community, signing out of icloud on my iphone and signing back in, toggling contact syncing on and off to force a sync etc. nothing is working. this is bothering me because I cant see the names on my contacts in the messages app on my macbook air. This shouldnt be a thing. Can anyone help?

If you've tried everything, then the next step would be to reach out to Apple Support -- Contact - Official Apple Support.

This solved my problem https://support.apple.com/en-us/HT203521#iOS13. Some of my contacts were in the gmail contacts group and not all icloud group. so i had to go to contacts.google.com and hit export vcard and then log into my icloud account and import contacts using vcard which can be done here https://support.apple.com/guide/icloud/import-contact-information-mmfba7399f/icloud. all of my contacts are working across all devices now.
