Why can’t I backup iCloud, it keeps starting over and over

So to confirm, you’ve rebooted your iPhone, and the iCloud backup is still not starting?
Does a local backup to a Mac or Windows system work?
Do you have sufficient storage available in iCloud?
Maybe log out of iCloud in the iPhone, reboot the iPhone, log into iCloud, and try again?
If you’ve run through the Apple suggestions from:
If you can't back up to iCloud or restore from iCloud backup failed - Apple Support
